The most important things

  • Public school is free for every child in Iowa, regardless of the family’s immigration status. Schools cannot ask about immigration status to enroll.
  • You can enroll any time of the year, not just in August.
  • Your child has the right to free English-learning support (ELL/ESL) — ask for it when enrolling.

Documents usually requested

  1. Child’s birth certificate (from any country; if you don’t have it, ask anyway — there are alternatives).
  2. Vaccination records — community clinics offer missing shots free or low-cost.
  3. Proof of address — lease, utility bill, or a letter from your landlord.
  4. If transferring: report cards or records (if you have them; the school can request them for you).

The steps

  1. Find your city’s school district (in Ottumwa: Ottumwa Community School District).
  2. Call or visit the district office and say you want to enroll your child — many offices have Spanish-speaking staff or will get a free interpreter (it’s your right).
  3. Fill out the application and turn in the documents.
  4. Ask about: free or reduced-price lunch, the school bus, and the ELL program if your child is learning English.
